TAXERNET in Tallinn

Equipment Two-tariff one-phase pulse output electricity meters installed in wiring cabinets of stairwells Two-tariff three-phase pulse output electricity meters installed in the main electricity board of the apartment house. One for main consumption metering of the blockhouse and the other for the public consumption metering. TAXER-E4 is meant for a group of up to four households. Terminals installed in wiring cabinets and in the main electricity board switch the meters between tariffs and forward meter readings. All data terminals are connected to the LAN in house. Portable PC with RS485/RS232 converter used for setting and maintaining of the terminals. Cable-TV or GSM modem

Data collection There are two different possibilities for collecting electricity consumption readings: via Cable-TV or GSM modem, the electricity balance of the house and errors will be checked remotely on PC manually, using portable PC. Manual data collection is reasonable only in the case of a serious failure, - otherwise the whole monitoring system would not make any sense at all.

Software

The software for collecting electricity meter readings includes the total database of queries of all reading points with date and success indicator. The software allows to:

• collect current readings from data terminals TAXER
• calculate consumption using previous months' readings
• compile electricity balances of the house or group of houses
• adjust clocks of TAXER
• compile the report file in a suitable text format

Data processing

The report file compiled by the software of the TAXERNET is processed in the information system of the Eesti Energia AS (Estonian Energy Co) and used for invoices generation to almost 17000 consumers in Tallinn.
